 THE RULES

of YARCHE Tomsk International Marathon

to be held on October 4, 2020

(postponed from June13, 2020)

 Tomsk 2020

1. General

YARCHE Tomsk Marathon (further referred to as “the Marathon”) is held in accordance with the Official Schedule of Fitness & Sports Events of Tomsk municipality for the year of 2020.

The Marathon shall be held in accordance with the Track-and-Field Rules approved by the Ministry of Sport and Tourism of Russia by Order 340 d.d. April 12, 2010 and the Nordic Walking Rules to:

- promote healthy lifestyle and create awareness of running and Northen Walking as popular and affordable sport among general public;

- engage adults, children and teenagers into regular exercise;

- develop international liaison, communications between students and sports communities, and sports tourism.

2. Event Organizers

2.1. The general management of the preparation and holding of the Marathon shall be carried out by the Physical Culture and Sports Office of the Tomsk City Administration and the Department of Youth Policy, Physical Culture and Sports of the Tomsk Oblast.  Organizations directly responsible for immediate holding of the event shall be: Independent Non-Profit Organisation Running Community "The Heart of Siberia" (T.S. Frolova, Private Entrepreneur), Public Organization Tomsk Regional Federation of Track and Field Athletics "Distantsia", Tomsk Regional Branch of the All-Russian Public Organization “Russian Federation of Nordic Walking”, and the Autonomous Non-Profit Organization “Puteshestvie” Physical and Health Sports Club.

2.2. T.S. Frolova, Private Entrepreneur 

Functional responsibilities:

-        Organization and holding of the Marathon; 

-        Arrangement of Marathon participants' registration  on the official Marathon website: www.tomskmarathon.ru; www.tomskmarathon.ru;

-          Organization of the awards ceremony.

-         Event funding

2.3  Physical Culture and Sports Office of the Tomsk City Administration (hereinafter referred to as the Office).

Functional responsibilities:

  • Organization and holding of the Marathon in accordance with the Order of the Tomsk City Administration;
  • Marathon referees' works organization;
  • Medical safety;
  • City population awareness of the event;
  • Organization of the Tomsk Marathon Cup among Tomsk Universities;
  • Purchase of souvenir products.

2.4  Department of Youth Policy, Physical Culture and Sports of the Tomsk Region (hereinafter referred to as the Department).

Functional responsibilities:

  • Organization of medical services at the event, including organization of work of the Marathon’s Credentials Committee (Autonomous Public Healthcare Institution – Medical Sports Dispensary).

2.5 Independent NPO Running Community "The Heart of Siberia"

Functional responsibilities:

  • Formal Opening / closing ceremony;
  • Organization and holding of a public entertainment program;
  • Organization of administrators during registration of participants;
  • Organization of activities of the administrators of start/finish zone, food and refreshment points, marking up the route;
  • Organization of the start-finish zone operation.
  • Race timing organization.
  •  Event funding.

2.6 Public Organization Tomsk Regional Federation of Track and Field Athletics "Distantsia"

Functional responsibilities:

  • Running judges work organziation.
  • Race Chief Judge and Secretaries operation organization.
  • Maintenance of public awareness of the event and corresponding information provision to Federation of Track and Field Athletics.

2.7  Tomsk regional branch of the All-Russian Public Organization “Russian Federation of Nordic Walking” and the Autonomous Non-Profit Organization “Puteshestvie” Physical and Health Sports Club

Functional responsibilities:

  • Organization of Nordic Walking referees operation on the course;
  • Informing the population of Tomsk and the regional offices of the Russian Federation Nordic Walking about the event.

3. Date and Venue

3.1. Due to COVID-19 pandemic the Date of the Marathon has been changed from June 13, 2020 to October 4, 2020.

3.2. Venue: Start and Finish at Novosobornaya Square of Tomsk. The Marathon Course consists of two 21.1 km loops around historical center of the city with lots of architectural landmarks.

4. Program of the Marathon

4.1. The Program of the Marathon includes:

  • formal competition in road running with the following standard distances: 42.195 km (full marathon), 42.195 relay race for two (21.1+21.1 km), 42.195 km relay race for four (12+9+12+9 km), 21.1 km (half marathon), 21.1 km relay race for three (7+5+9 km);
  • formal competition in Nordic Walking with the following standard distances: 21.1 km (half marathon), 21.1 km relay race for three (7+5+9 km);
  • non-competitive 5 km race;
  • non-competitive 5 km Nordic Walking race;
  • non-competitive 1 km Kids Race;
  • Tomsk Marathon Cup among Tomsk Universities — 21.1 km relay race (9+4.5+7.5 km)

 4.2. All Marathon Races but for the Kids Race start October 4, 2020 at 10:00 am (changed from June 13, 2020 9:00 am ). Kids' Race Start the same day at 4:00 pm.

4.3. Tomsk Marathon course — the 21.1 km half marathon loop and full marathon 42.195 km course is certified by AIMS (Association of International Marathons and Distance Races).

5. Admission Requirements

5.1. Local and international runners can participate in the Marathon upon registration and payment of the registration fee. A runner can only register for one distance.

5.2. Competitive races admission age shall be as follows:

5.2.1. Full marathon (42.195 km) – 18 and older.

5.2.2. Full marathon relay races – 18 and older.

5.2.3. Half marathon (21.1 km) — 16 and older.

5.2.4. 21.1 km relay races — 16 and older.

5.3. Non-competitive races admission age shall be as follows:

5.3.1. 5 km race — 12 and older.

5.3.2. 1 km Kids Race — 12 and older.

5.3.3. Trainees of the youth sports schools or other sports facilities who are younger than 12 years old can participate in the non-competitive 5 km race subject to MANDATORY medical clearance by school (facility) or Sports Medical Dispensary physician and admission to a selected race.

5.4. The age of participants shall be determined as at the date of the Marathon – October 4, 2020.

5.5. All participants of the the competitive races (42.195 km and 21.1 km, including relay) must provide an original copy of a standard medical certificate.  Participants in non-competitive 1 km and 5 km races shall be admitted without medical certificates, except as provided in 5.3.3.

5.6. Medical certificate shall meet the following mandatory requirements: apart from participant's full name and date of birth, the medical certificate shall bear a medical institution stamp, a medical institution seal, a personal doctor’s seal and shall state that the participant is admitted to participation in RUNNING (track-and-field, trail running, sky-running) competition and indicate the allowed distance that shall not be less than that provided in the start protocol (21.1 km or 42.2 km).  Such medical certificate shall be valid for 6 months of the moment of issue. Medical certificates shall be collected upon issue of participants' bib numbers and shall not be returned after the race.  A copy of participant's medical certificate can only be accepted should the original be produced to and verified by the organizing committee. 

5.7. By registering for the Marathon, the participant confirms that he/she: regularly undergoes medical examinations to ensure that the Marathon is safe for his health, in accordance with paragraph 5 of item 2 of Clause 24 of the Federal Law 329 "On Physical Culture and Sports in the Russian Federation" d.d. 04.12.2007; has no medical or other health limitations that may endanger or limit his/her participation in the Marathon, including contraindications to long-term physical activity; and that the state of his/her of health allows him to participate in the Marathon.

The participants with that assumes all the risks and adverse consequences associated with the violation of the present condition.   The Marathon participant undertakes to confirm his/her health condition by providing a medical certificate issued upon his/her medical examination by a medical institution licensed for issue for medical certificates and admissions to sports competitions.

Such medical certificate shall state that the participant is admitted to the distance the participant has registered to or to a longer distance.  The certificate shall be issued as provided in i.i.5.4, 5.5, 5.6 herein.  The participant shall accept liability for medical certificate validity, its issued in compliance with the statutory established procedure according to findings and conclusions made upon medical examination at an authorised healthcare institution and shall solely be responsible for adverse consequences connected with infringement of the given condition.

5.8. Marathon participants shall start out of clusters according to their expected finish time provided at registration. It shall be allowed to start from a "later" cluster.

5.9. Marathon participants shall not be admitted to the respective race when:

- not wearing their bib number;

- using any mechanical means of travel, except for regisstered wheelchair participants wearing heir bib numbers and starting from a special cluster;

- participants with animals;

- participants with kids, strollers and restraint systems — except for the Kids Race participants.

6. Participant Registration

6.1. Registration deadlines and terms of price change

Registration shall be open between September 20, 2019 and October 2, 2020 (registration end day extended from June 11, 2020).

Participants shall register online at www.tomskmarathon.ru

Registration fees shall be paid online with VISA or MasterCard cards.

 

Please note:

  1. The applications completed online and submitted through the website will be accepted and processed only upon payment of the registration fee.
  2. Participants registration will be open until 12 P.M. of October 2, 2020 (the date has changed due to marathon start day change). 
  3. Registration of participants may be closed ahead of schedule upon reaching the number of participants limit for the distanceParticipants number limit is determined by the organizers, the information willb be posted on the Tomsk Marathon website in the News section and in the social networks.

 6.2. Registration Fees

42.195 km and 21.1 km races (including Nordic Walking):

  • September 20, 2019 — November 24, 2019 — ₽ 1,299;
  • November 25, 2019 — December 22, 2019 — ₽ 1,349;
  • December 23, 2019 — January 19, 2020 — ₽ 1,399;
  • January 20, 2020 — April 19, 2020 — ₽ 1,499;
  • April 20, 2020 — October 2, 2020 — ₽ 1,299.

 5 km race (including Nordic Walking)

  • September 20, 2019 — January 19, 2020 — ₽ 999;
  • January 20, 2020 — Ocotber 2, 2020 — ₽ 1,299;

 42.195 km RELAY race – 12+9+12+9:

  • September 20, 2019 — November 24, 2019 — ₽ 3,999;
  • November 25, 2019 — December 22, 2019 — ₽ 4,449;
  • December 23, 2019 — January 19, 2020 — ₽ 5,499;
  • January 20, 2020 — April 19,2020 — ₽ 6,499;
  • April 20, 2020 — October 2, 2020 — ₽ 5,499.

 42.195 km RELAY race – 21+21:

  • September 20, 2019 — January 19, 2020 — ₽ 2,999;
  • January 20, 2020 — April 19, 2020 — ₽ 3,499;
  • April 20, 2020 — Octobe 2, 2020 — ₽ 2,999;

 21.1 km RELAY race – 5+7+9 (including Nordic Walking):

  • September 20, 2019 — January 19, 2020 — ₽ 2,999;
  • January 20, 2020 — October 2, 2020 — ₽ 3,999;

 Kids Race:

  • September 20, 2019 — October 2, 2020 — ₽ 350;

 

6.3. Discounts on registration fee are available for:

- participants of Tomsk Marathon 2018 and 2019 (21.1 and 42.195 km) can register between September 20 and October 6, 2019 for just: ₽ 999 if they choose to run 21.1 km or 42.195 km in 20020 and just ₽ 899 if they choose 5 km race. The Organizers may choose to extend the period of discounted registration or provide it as a special offer on registration.

- the Organizers may choose to offer discounted prices for the purpose of promotion and advertisement.  

- The race is opened to disabled of all categories who can apply for free participation at info@go-run.club, with their ID and documents stating their disability enclosed. All other provisions of the present Rules shall be applicable and mandatory for all disabled athletes. Free slots available: 20

- Some participants can use a PROMO CODE offered to them personally by Marathon Administration.

6.4. The registration fee is non-refundable and it cannot be deferred (unless otherwise offered by the Organizers) or used for other competition/by other participant, should a registered participant choose to not to come or should the Marathon be cancelled or postoponed on reasons beyond the organizers’ control.  However, a marathon slot can be transferred to another participant. Any participant can transfer his/her slot to another participant in their personal account on the Marathon website or can provide a written request to do so at: info@tomskmarathon.ru

7. Funding Conditions

7.1. The expenses related to the organization and holding of the Marathon shall be covered from non-budgetary financing sources (registration fees, sponsor support by the partners).

7.2. The Office contribution is as provided under the Program for Physical Culture & Sports Development and Healthy Lifestyle Promotion for the years of 2015-2020 approved by Tomsk City Administration September 30, 2014 (No. 986).

7.3. The Department covers the costs of medical support of the Marathon.

7.4. All expenses related to participation of non-resident sportsmen and their representatives shall be covered by their seconding organizations or by the participants themselves except for professional athletes personally invited by the Marathon organizers.

8. Runner's Kit

8.2. Runner's Kits must be picked up October 2 and October 3, 2020 as provided by Marathon Program.

To pick up their Runner's Kit all participant shall:

- produce their personal ID;

-  participants of 42.195 km race, 42.195 km relay, 21.1 km race and 21.1 km relay shall also produce original medical certificates admitting them to their respective distances. Medical certificates will not be returned after the race. A copy of the original certificate can be used, should a runner be able to produce its original. 

9. Runner's Kit Issue Conditions

9.1. To pick up their Runner's Kit all participant shall produce:

- their personal ID;

-  original medical certificates as required in 5.6.

9.2. Participants' Runner's Kits can be picked up by a proxy who shall provide:

  • personal ID of the proxy;
  • a copy of Marathon participant's ID;
  • an original medical certificate as required in 5.6.;
  • an original power of attorney in the name of the proxy. The power of attorney can be issued in any form with no notarization required. 

10. Race Results

10.1. The official competition shall be held as per the Competition Rules for 2019-2020 approved by the International Association of Athletics Federations (further referred to as “the IAAF Rules”) and the Competition Rules approved by the All-Russian Public Organization “Russian Federation of Nordic Walking”.

10.2. Personal time of competitive 42.195 km, 21.1 km and 5 km races participants shall be registered with BibTag automatic electronic time-tracking system. All participant receive their individual electronic time chips upon registration along with their individual bib numbers.  All participants must attach their Bib numbers to the outer layer of their running outfit.

10.3. 42.195 km race and 42.195 km relay race time limit is  6 hours;

21.1 km race and 21.1 km relay race time limit is  3 hours;

5 km race time limit, including 5 km Nordic Walking race is  50 minutes;

Nordic Walking 21.1 km race and 21.1 km relay race time limit is 4 hours.

The time registered with BibTagelectronic time-tracking system in 5 km non-competitive race shall not constitute a formal result and shall be for reference only.

10.4. The winner of  Tomsk Marathon Cup among Tomsk Universities shall be determined by the best result among the Universities' teams in 21.1 km relay race (7+5+9 km).

10.5. Marathon organizers cannot guarantee proper personal time record in case of:

  • personal time chip damage
  • personal bib number placing anywhere but not on athlete's chest
  • loss of personal bib number
  • participant disqualification
  • adult athlete participation in the Kids Race. 

11. Prize Money

11.1. The amount and terms of prize money payment are stated in the Yarche Tomsk Marathon Prize Fund Regulation.

11.2. The money prizes are set for the following categories:

Competitive 42.195 km race:

- first six men and six women (absolute championship);

- first three men and three women in the age group of 36-45;

- first three men and three women in the age group of 46-55;

- first three men and three women in the age group of 56-60;

- first three men and three women in the age group of 61-65;

- first three men and three women in the age group of 66 and older.

Please note: to promote amateur sports and to encourage amateur sportsmen, the absolute winners will not be offered the awards as per their age categories.

- one male and one female athlete breaking Tomsk Marathon record (faster than 02:15:56 for men and 02:40:10 for women);

- three male and three female athletes breaking the barrier of 2:15:00 for men and 02:35:10 for women;

- best male and female athlete of Tomsk Region.

Please note: New limits for prize money payment is introduced as of 2020.  The time limit for 42.2 km makes 02:34:59 for men and 02:59:59 for women.  Should an athlete taking an award-wining place finish after the established time limit, such athlete shall NOT BE ELIGIBLE TO THE MONEY PRIZE. 

 Competitive 21.1 km race:

- first six athletes in the competition on points (see Appendix 1);

- one male and one female athlete breaking Tomsk half marathon record (faster than 01:03:59for men and 01:13:35 for women);

- three male and three female athletes breaking the barrier of 1:03:00  for men and 1:13:00 for women;

- best male and female athlete of Tomsk Region.

11.3. Additional prizes and valuable gifts may be introduced at organizers’ discretion.

11.4. Money prizes to participants subjected to doping control are paid within 60 days after the Organizer receives an official response based on the control results from RUSADA - WADA Money prizes to other participants are paid within 60 days after the approval of the official results of the marathon.

11.5. The award ceremony will be held on October 4, 2020 (previous date — June 13, 2020) on the stage of Novosobornaya Square of Tomsk upon races completion as per Marathon Program. Athletes awarded at the ceremony shall be the athletes taking: first six places in 42.195 km race (absolute championship), first six places in 21.1 km race on points and first three places in 21.1 km Nordic Walking race

11.6. The race participant having missed the award ceremony at Novosobornaya Square with no preliminary notice given to the organizers shall NOT BE AWARDED.

11.7. The winner of Tomsk Marathon Cup among Universities shall be awarded with the Cup, other University teams taking places 1 to 3 will be awarded with Merit Certificates.

12. Disqualification and Participant's Status

12.1. Participant's disqualification reasons shall be as follows:

  • bib number changed by the participant;
  • participant's start before formal start or after Start gate closure;
  • any kind of mechanical conveyance used by the participant;
  • time chip readings missing at any intermediate point of a respective distance;
  • use of other registered participant's bib number;
  • running of any other distance other than that the participant is registered to.

12.2. "Did not start" status shall be assigned should participant cross the start line before formal start time or after Start gate closure.

12.3. "Did not finish" status shall be assigned should a participant cross the finish line after its formal closure.

12.4. "Did not finish" status shall be assigned should a participant fail to fit the time limits set for intermediate points passage.

13. Doping Control

13.1. The Marathon shall be held in accordance with the anti-doping rules of the International Association of Athletic Federations (IAAF) and the All-Russian Anti-Doping Rules approved by Order of the Ministry of Sports of the Russian Federation of 09.08.2016 No. 947 On Approval of the All-Russian Anti-Doping Rules. 

13.2. All Marathon participants must adhere to the principles of fair and healthy sport by adhering to the above-mentioned anti-doping rules.

13.3. The Russian Anti-Doping Agency (RUSADA) (www.rusada.ru) shall be entitled to selectively test participants at their own discretion.

13.4. Should any anti-doping rule violations under 2.1. - 2.10 and 10.11.1 of the All-Russian Anti-Doping Rules and the relevant IAAF Anti-Doping Rules be detected, violating participants shall be liable in accordance with Chapter X and Section 10.11.3 of the All-Russian Anti-Doping Rules and the relevant IAAF Anti-Doping Rules.

14. Insurance

14.1. Marathon participants insurance for the period of their presence on the course shall be provided by an insurance company approved by the organizers.

15. Safety and Security of Participants and Spectators

15.1. Public security activities shall be supported by Russian Ministry of Internal Affairs in Tomsk region and private security companies, determined by the organizers.

15.2. Sports medicine crews and regular ambulances shall be available through the time of the marathon.

16. Rules Alteration

16.1. The present Rules may be changed or terminated by the Organizing Committee unilaterally without prior notice to the participants and without any compensation in connection with that. 

17. Marathon Date Change in 2020

  17.1 Due to COVID-19 pandemic development in the world and in our country, which has made having Tomsk Marathon-2020 on scheduled date of 13 June 2020 unsafe and, thus, impossible, the organizers hereby announce postponement of Yarche Tomsk International Marathon to October 4, 2020.

 17.2. All participants registered for Tomsk Marathon races that were to take place June 13, 2020, have been automatically reregistered to their respective races that are now scheduled for October 04, 2020.

 17.3. If you have registered for Tomsk Marathon-2020 and are now unable or unwilling to participate in Tomsk Marathon races on October 4, 2020, you can re-register for Yarche Tomsk Marathon 2021, which will be held on June 12, 2021 at no extra cost. This option will be available on participants’ personal pages on www.tomskmarathon.ru from May 1, 2020 till June 13, 2020. Please take your decision in due time.

17.4. Should you be unable to participate in Tomsk Marathon-2020 October 4, you can hand your slot over to other runner on your personal page on www.tomskmarathon.ru by yourself or you can request us to do so by sending your details and details of the new runner to info@tomskmarathon.ru. This option will be available on your personal page from April 20, 2020 until  September 30, 2020. 

 17.5. Should you know that you will be unable to participate in postponed Tomsk Marathon-2020 or Tomsk Marathon-2021, you will be able to choose any other event of Tomsk Marathon community available on www.tomskmarathon.ru with no extra charge (and no refund of the difference). The option will be available on participants’ personal pages on www.tomskmarathon.ru from May 1, 2020 till August 31, 2020. Please take your decision in due time.

 17.6. Should you be unable/unwilling to participate in Tomsk Marathon running community as provided in i.i. 17.2., 17.3., 17.4. herein, you will have the opportunity to re-register for Yarche Tomsk Marathon ONLINE race held on October 04, 2020 — with no additional cost or any refund of the difference. The option will be available on participants’ personal pages on www.tomskmarathon.ru from June 1, 2020 until September 20, 2020. Online race rules will be available in the Tomsk International Marathon Online Race Regulations starting from June 01, 2020.

17.7. The above conditions may be subject to change due to epidemiological situation development and new restrictive and prohibitive measures imposed by the authorities. All updates will be posted in the News section on www.tomskmarathon.ru/en. 

APPENDIX 1

 

POINTS RACE: 21.1 km

Marathon Program includes 21.1 km Points Race.

Intermediate stakes of the Point Race shall be arranged at

5 km, 10 m, 15 m, 20 km with a final stake at 21.1 km. First seven athletes win points according to order of each intermediate stake passage: At the first four stakes the athletes win points as follows:

the first — 10 points

the second — 7 points

the third — 5 points

the fourth — 4 points

the fifth — 3 points

the sixth — 2 points

the seventh — 1 point

Points at the final stake (21.1 km) shall be as follows:

the first — 15 points

the second — 10 points

the third — 8 points

the fourth — 6 points

the fifth — 5 points

the sixth — 4 points

the seventh — 3 points

The winner is the athlete who scored the highest points at all five finishes. Other places are awarded according to the points won. Winners of the first six places on points (men and women) are awarded with money prizes.

For example, runner A ran a distance of 21.1 km and was the third to cross the finish line. However, he was: the first at 5 km intermediate stake (10 points), the third at 10 km stake (5 points), the fourth at 15 km stake (2 points), the third at 20 km stake (5 points) and the third again at 21.1 km (8 points) winning 30 points total.

At the same time, runner C ran a distance of 21.1 km and was the second to cross the finish line. However, he was: the fourth at 5 km (4 points), the fiftth at 10 km (3 points), the fifth at 15 km (3 points), the second at 20 km (7 points) and the second at the finish (10 points) Winning 27 points total 27 points total.

And runner B ran a distance of 21.1 km and was the first to cross the finish line. However, he was: the fifth at 5 km (2 points), the second at 10 km (7 points), the second at 15 km (7 points), the first at 20 km (10 points) and the first at the finish (15 points) winning 41 points total.

According to the sum of the points the athletes will take the following places in the Points Race:

Athlete B — first place

Athlete A — second place

Athlete C — third place

If the total scores are equal, the runner who was earlier at the finish of 21.1 km race takes a higher place on points.
